Two losses with the same amount of water on the floor can call for very different responses depending on the category.
Category one is clean water, from a broken supply line, an overflowing sink or tub, a failed water heater, or a well-system failure, water that started clean and poses no health threat at the moment it escaped. Category two is gray water, mildly contaminated, from a dishwasher or washing machine discharge, a toilet overflow with no solids, or a sump that has picked up some contamination. Category three is black water, grossly contaminated, from a sewer backup, a septic surcharge, or floodwater from a river or the ground.

A toilet overflow or an appliance discharge that soaks carpet and padding usually means that carpet and padding come out, because cleaning them to a safe standard in place is not realistic.
Black water is the most hazardous category, and it changes the whole job. Sewage, septic surcharge, and floodwater carry bacteria and pathogens that make the loss a genuine health threat, so the work is done under containment, in protective gear, with safe removal and disposal of everything porous the water touched, followed by thorough disinfection of what stays. There is no drying-in-place a sewage-soaked porous material, it has to go, because the health of the people in the home comes first.
